The Collapse of the 28-Point Peace Proposal for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the tension triggered by the introduction of a new 28-point plan for resolving the conflict appeared – momentarily – to have been contained. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of rocket attacks on Kyiv.

The Pattern of Diplomacy and Destruction

The chain of opposing developments captured the harsh reality of the recent timeframe. By day, political struggles are waged: optimistic declarations are delivered from different nations. Immense energy is allocated on containing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "resolution".

Nighttime Reality

As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is able to track projectile deployments from across the border, a capacity enabled by current data. From observation points, military aircraft that had been deployed to intercept incoming aerial threats flew past – advanced fighter aircraft supplied to Ukraine by Western partners.

Soon thereafter, Kyiv's anti-aircraft weapons thundered: defensive missiles deployed against a hostile projectile. This was a sophisticated defense system at work, most likely provided by partner states. Every firing creates sudden vibrations, shaking the windows. The brief panic quickly becomes grim resignation: perhaps the incoming missile won't hit its mark this time, preventing destruction from ruin and additional electricity failures.

Ongoing Risks

Not long after, a heavy machine gun opened up on a aerial vehicle close by, part of a rapid response unit – most likely Western-made equipment. Sadly, the shots failed to hit the opposing UAV – it pressed on overhead toward its target.

Intermittently, this persisted until dawn. Kyiv greeted the daybreak reports: several casualties, destruction and heating outages in numerous residences as a result of the night's assault. As customarily, everyone still continued their routines – enduring hostilities. But those full day illustrated Ukraine's essential dependence on international aid – a need that European nations are clearly incapable to fill in the immediate future.

Ineffective Peace Efforts

The 28-point plan from American leadership generated strong feelings, debate and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.

Every new proposal from American administration follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually win the battle. This pattern will, undoubtedly, persist.

Tactical Assessments

It is easy to blame certain parties of consistently pushing Kremlin's demands. But that does not seem to be the whole story. Washington functions according to a principle familiar among seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The US administration assumes that it is unrealistic to pressure the Kremlin to abandon the areas that it already controls in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, Washington does minimal to prevent Kremlin actions, through words or deeds, from thinking that the situation will not shift further in its benefit in the months ahead.

Opposing Positions

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their incentive to accept conditions that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's leader remains supremely confident in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing civilians and areas but avoiding a total frontline collapse until situations evolve in its advantage.

Current Realities

Factually, there are no real preconditions for a ceasefire. Now, individual motivations are entering the equation: political desires to mediate resolution and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any plan Kyiv finds unsuitable, so that their attention does not move to domestic problems. And although their objective will now be significantly challenging after current events, it remains highly unlikely that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Summary and Prospects

It took a mere seven days to kill the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, recent disclosures, all did their job.

While new initiatives based on previous concepts are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and demonstrate particular unwillingness to change the course of events, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, primarily depend on continued Western support.
